A useful bitumen-equipment quotation starts long before a supplier sends a price. For EPC contractors, asphalt plant owners, and road contractors, the quality of the RFQ determines whether competing quotations describe the same technical scope—or completely different systems that only appear comparable.

An RFQ that says only “50 m³ bitumen tank” or “10 t/h drum decanter” leaves too many engineering decisions undefined. Heating duty, battery limits, utilities, controls, pumps, pipelines, documentation, testing, packing, and commissioning support can change both equipment price and project risk.

This checklist explains what buyers should define before requesting a quotation for bitumen storage, melting, heating, transfer, emulsion, or modified-bitumen equipment.

1. Start with the Process Duty

Describe what the equipment must do in the project, not only the machine name. State the incoming bitumen form, required throughput, operating schedule, downstream consumer, and expected operating temperatures.

  • Asphalt plant capacity and daily operating hours
  • Bitumen supply form: bulk, drums, jumbo bags, or another format
  • Bitumen grade or modified-binder type
  • Required storage quantity or melting throughput
  • Normal and peak production demand
  • Required heating or temperature-maintenance duty
  • Number of bitumen grades that must remain separated

This process description prevents a supplier from sizing one machine in isolation from the rest of the system.

2. Define Battery Limits and Scope Boundaries

One of the most important RFQ sections is the battery limit: where the supplier’s responsibility starts and ends.

For example, does the quotation include only a storage tank, or also the thermal oil coils, burner, circulation pump, bitumen pump, valves, heated pipelines, electrical panel, sensors, and interconnecting pipework?

For each interface, identify the connection point, size, service, temperature, pressure, and which party supplies the mating flange, cable, foundation, or utility connection.

3. List Available Utilities

Bitumen equipment is strongly influenced by site utilities. The RFQ should state:

  • Electrical voltage, frequency, and phase
  • Available installed electrical power
  • Diesel, gas, or other fuel availability
  • Existing thermal oil boiler capacity and operating temperature, if applicable
  • Compressed air availability
  • Water quality and supply for emulsion or auxiliary systems
  • Ambient temperature range and site altitude where relevant

A technically suitable heating method for one country may be impractical at another site because of grid power, fuel logistics, or climate.

4. Specify Performance Requirements

Performance requirements should be measurable. Depending on the equipment, buyers may define:

  • Minimum melting or transfer throughput
  • Required storage capacity and usable volume
  • Required heating time from a defined initial temperature to a defined operating temperature
  • Temperature-control range and accuracy where process-critical
  • Maximum allowable residue or handling loss, when this can be tested consistently
  • Required redundancy or standby equipment
  • Maximum operating pressure for approved piping systems

Any guarantee should also state the test conditions. A throughput guarantee without feed temperature, ambient conditions, bitumen grade, and operating method can be misleading.

5. Define Materials and Fabrication Requirements

If the project or EPC specification requires particular materials, welding procedures, inspection records, paint systems, insulation, or corrosion protection, state them in the RFQ rather than after fabrication begins.

For overseas projects, include any mandatory standards, third-party inspection requirements, documentation language, nameplate requirements, and project-specific tagging system.

6. Request the Engineering Deliverables You Actually Need

A complete equipment package may require more than a general arrangement drawing. Typical deliverables can include:

  • General arrangement drawing
  • Foundation loads and anchor layout
  • Process flow or piping schematic
  • Nozzle and interface schedule
  • Electrical single-line diagram
  • I/O list and control philosophy where applicable
  • Motor and instrument list
  • Operation and maintenance manual
  • Recommended spare-parts list
  • Packing list and lifting information

The RFQ should also define when each document is required: with the quotation, after order, before fabrication, before FAT, or before shipment.

7. Clarify Controls and Automation

For PLC-controlled systems, specify the required control level. Important questions include whether the package needs local manual operation, automatic sequences, alarm history, remote signals, spare I/O, communication with the asphalt plant, or customer-specific PLC and HMI brands.

Do not assume that “automatic” means the same thing to every supplier.

8. Include FAT Requirements in the RFQ

If the buyer requires a Factory Acceptance Test, define the expected test scope before the order. The FAT may include mechanical inspection, electrical checks, instrument verification, pump rotation, burner or heater functional tests, interlock checks, PLC logic demonstration, leak testing, documentation review, and packing-release approval.

Where a full hot-bitumen test is not practical at the factory, the RFQ should identify which functions will be demonstrated by alternative approved methods and which will be verified during site commissioning.

9. Define Packing, Shipping, and Delivery Terms

International shipment can influence equipment design. State the destination port or site, expected container restrictions, maximum transport dimensions, lifting limitations, and Incoterm required for the quotation.

Large tanks may need modular or site-assembled construction. Skid systems may need to fit standard container dimensions. The supplier should know these constraints before finalizing the design.

10. Clarify Installation and Commissioning Responsibility

The RFQ should identify whether the supplier is expected to provide only equipment, remote guidance, a commissioning engineer, installation supervision, operator training, or a complete site service package.

Also define which party supplies cranes, local labor, welding gases, cables, foundations, thermal oil, fuel, insulation finishing, and other site consumables.

11. Request Spare Parts and After-Sales Scope

Ask separately for commissioning spares, recommended operating spares, and critical components with long replacement lead times. This makes the lifecycle cost more transparent and helps prevent avoidable downtime after handover.

12. Compare Quotations on a Scope Matrix

Before comparing prices, create a line-by-line scope matrix. Check whether each quotation includes the same tanks, heaters, pumps, controls, piping, insulation, instruments, drawings, tests, packing, spare parts, and services.

The lowest equipment price is not necessarily the lowest project cost if major interfaces or auxiliary systems are excluded.

Practical RFQ Data Sheet

At minimum, send the supplier the following information:

  • Project country and site conditions
  • Asphalt plant output
  • Bitumen type and supply form
  • Required throughput and storage capacity
  • Operating temperature requirements
  • Available heating source and utilities
  • Pipeline distances and interface points
  • Automation requirements
  • Applicable standards and inspection requirements
  • Required drawings and documents
  • FAT expectations
  • Shipping destination and Incoterm
  • Installation, commissioning, and training scope
  • Spare-parts requirement

A detailed RFQ does more than help a manufacturer quote accurately. It gives the buyer a common technical basis for evaluating suppliers, controlling scope changes, and reducing problems during fabrication, shipment, installation, and commissioning.
